Cluster munitions have killed at least 215 civilians and injured 474 people overall since the start of the war, according to the monitoring group's report.

Russia, Ukraine and the U.S. have not signed up to the Convention on Cluster Munitions, which bans production, stockpiling, use and transfer of the weapons. "I think cluster munitions will expand the capabilities of our troops."
